Mayor John V. Lindsay presents Mayor's medal of **16:50 distinguished performance to John F. Kelly, Managing Attorney of the Law Department of the City of New York and to Samuel Brooks, executive director of the Housing Development Board, in absentia. J. Lee Rankin of the New York City Corporation Counsel commends Kelly, Mayor Lindsay gives him the award. and Kelly accepts it.
